簡介：
巍巍大清進入康乾盛世，一代君主乾隆皇帝（倪大紅 飾）坐享祖父輩創下的基業，並將其推向更為輝煌同時也更為浮華的巔峰。是時國泰民安，府庫充盈，魚米之鄉揚州富甲天下，兩淮鹽業更支撐起朝廷財政收入的四分之一。為支持戰事軍資，皇帝命令兩淮鹽政催餉，誰知卻遭到鹽商百般推諉，甚至連與皇家堪稱故交的汪朝宗（張嘉譯 飾）也不予合作。新任鹽政阿克佔（張志堅飾）臨危受命，來到當地後發現鹽商庫銀虧空，他察覺到鹽商手中有一個秘密賬本，而這也正是這些鬼點子多多的商人敢於違抗皇命的王牌。性格剛毅的阿克佔雷厲風行，兩淮鹽商則想方設法，計謀頻出，身處漩渦中心的汪朝宗則不得不承擔起斡旋的危險任務。

賬本所隱藏的黑幕漸漸大白天下，所有的利益關係者都被捲入其中
